Here, have some science.

Monitors are limited to a certain amount of FPS, however due to the way monitors work it's measures it Hz, this is how many times the monitor can refresh and thus the FPS cap. Most monitors operate at 60 Hz, but 120 is becoming more common.

Video card calculates everything, and reports back to the computer. Gives it an FPS reading. If Vsync is off this can go extremely high, because nothing is forcing it to lower to the monitors maximum, turn on Vsync and see.

the key is that if you have a 60Hz monitor (most monitors) you can get a maximum of 60fps [the screen can not physically emit more than 60fps], our eyes also have a limit that is UNDER 60fps. So what we see is actually under 60fps. Movies are at 24fps, no matter what movie.

Yah thats it. but one important thing. DO NOT turn of filtering. make it bilinear at the least. thats very important. My trick is to look into the sky so theres less stress on ur comp and mor space for fps.
