Note:I played this, and the prequel on the Genesis "Brutal:Paws of Fury". The Genesis game has slightly less cheap AI(as in, not always blocking every attack 90% of the time). I tried Brutal:Above the Claw, and all of the problems you mentioned presented themselves. And the game froze when I beat the first opponent.

Note:In the Options menu, you can change the game speed. I changed it to Normal, and the game played like a normal fighting game.
