The reason why we didn't connect the dots is because of excessive Ron Paulism - which in this case was excessive ACLUism - that blocked counterterrorism cooperation within the govt. due to fears of invasion of privacy and compromise of civil court prosecution since we weren't at war with the Islamonazis when they were already at war with us.
