The song is about the Vietnam War and how the War was pointless, and how the Veterans of Vietnam were treated when they returned home. Think about it, Bruce Springsteen was a young man during the Vietnam War.

And I really don't know why you mention Tito, it's far away from here and in my country were exclamations against comunism in 1968, it's known as Prague Spring, but it was killed by Soviet army.

Secondly, our Czechoslovak government in the years 1918 - 1938 was formed by people who organized "Czechoslovak Legions" during WWI. They fought against the Austro-Hungarian Empire. For example our first president Tomáš Garigue Masaryk did. They cooperated with Britain and France, therefore our government was linked to these countries and people trusted Chamberlain and Daladier to not succumb Hitler and hoped to not sign the agreement. You cannot be surprised we called it a betrayal.
