With the increasingly widespread use of the Internet, however, individuals and hate groups are able to promote hateful conduct and speech inexpensively and easily while simultaneously reinforcing each other's hateful convictions. The Internet also allows for the opportunity not only to post messages, but also to engage in conversation through chat rooms.

In the United States alone, 79 million individuals use the Internet.
