You ALC could be out causing the radio to reduce power. Even though you are set to 100w. Or the antenna is not cut for 10.

turn the power button on,the RED one. that'll stabilize the swr meter

@vk3hgx well, I did get it used. I dunno, it's my first tuner. It tunes everything down to 1:1 just fine, but the meter is wonkey. (Wonkey is a technical term. :P)
