No, Busou Shinki is a toy line made by Konami with a PC and PSP game tie-in, and has nothing to do with the Angelic Layer series by CLAMP. The idea is similar though, in Busou Shinki the miniature robots are AI controlled robot, while the robot in Angelic Layer movest entirely by mind controlled.
