hmm..... that's weird. When you are in challenge mode, pause the game, choose the items icon, and see if pow ball is in there. If it is, then you should have it.

To get all badges, you need to unlock all characters, all parks, all error items, beat all minigames, and make all characters become star players. To get all error items, just look around in various parks for treasure chests. To get all items in shops, beat Bowser, then a magikoopa should tell you where the "secret shop" is. Buy a few items from here, and then next time you go in the secret shop, the other items should be available.
