Go in Winter. I was there the week of Christmas and the place was almost deserted of tourists. There was a very festive atmosphere but it was mostly local families getting busy for the holiday. I heard that the weeks after new year's are even less crowded. It was cold but there were sunny days and it looked like kayaking would still be possible.
I don't understand what you mean about poor condition? The city is almost 2 thousand years old. It's supposed to look like that. In Italy things are allowed to grow old.... not everything is fixed up to look brand new. It's more evocative and romantic that way. If you want brand new go to Disney world.
As far as too many tourist, well I agree with you but it should not keep people away. Even in the peak seasons there are many uncrowded lanes and piazzas off the tourist path.
