Of course they say enforcement and border protection isn't part of the process of revamping illegal immigration, but in reality you can't separate these things from the problem as a whole. Enforcement, border protection, cut off the flow at the source. THEN we can deal with the problem of those who are here.
Cut off the government freebies and punish employers who hire illegals and they will all go back to Mexico and apply for re-entry. If we don't let them have the 'good life' here they wouldn't want to come.
Most Americans are NOT against immigration. They're not even against hardship entries from countries under seige, in war, etc. But a mass exodus of millions who subvert our laws, then demand a vote in our system? Not going to happen. We're a friendly people, but we don't like being used. However, our efforts are called "racist" and "elitist." I don't care who it is, so long as they're here legally or are admitted by our system for other reasons.
