You just can't arrest them all. Sometimes it takes the intervention of a doctor to prevent criminal behaviour, but since they can't afford it, they will continue untreated.

Somebody told me that universal healthcare is kind of like social security, it works best when their aren't a lot of old people cause they're the most expensive. Right now in england I read that they are talking about euthanizing old demented people cause they cost too much, too much of a strain on the system. I think we would have to do that too.
