Note something Tarkin said to Vader about the jedi: "you, my friend, are all that is left of their religion."

Palpatine's motive for "Order 66" was that the jedi were the only rivals to himself and Vader in knowledge of the force. Tarkin, however, not believing in the force, is probably unaware that this was the reason and sees the jedi as a religion.

So basically, this means Tarkin condones having people rounded up and killed for their religious beliefs. We knew he was evil, but still...

That could alternatively be explained by concluding that Vader had some sort of device implanted in Motti's neck beforehand, and activated it remotely during that scene. @scarabmango

But for the purposes of my point, the relevant question is whether or not Tarkin believed in the force, not whether or not he should have. It is LATER in the movie that Tarkin says that Vader is "all that is left" of the Jedi "religion."

That seems to suggest that Tarkin still doesn't believe in the force.

@neoYTPism I'm of the opinion that Tarkin believed in the Force but didn't appreciate any of its greater significance. He understood that it gave people like Vader and Palpatine seemingly supernatural powers, but grasped none of the "surrounds us and binds us" mumbo-jumbo. Regarding terms like "religion," understand that this was the first-ever Star Wars film and certain concepts hadn't been ironed out yet. For instance, Kenobi's calling Vader "Darth" as if it was a name and not a title.
