You're missing the point. They aren't building this for the citizens, they're building it for the tourists and rich foreigners. Regular natives aren't going to make them money. The country is out of oil and now they need a tourist industry to keep them afloat.

These constructions in Dubai are not actually for it citizens, in the contrary these are to attract foriegn (Rich) investors to it. A big example is Jumerah Area, I didn't feel that I am in an Arab country, maybe somewhere in europe, I would say. And btw I lived in UAE all my life
