I did a research and apparently that is built in if your disc gets stuck in the BD drive

it is just a system test all it does is run the fan up to top speed , and eject the optical drive (used for getting your disc back if your ps3 breaks down)

it could be used to clean your system but a vacume cleaner does a better job,

over time doing the system test to many times will ware out the system fan and it will eventually reduce performance in the fan

@fawcett124 It might be a bit hard to use a house vacuum, so I would suggest a hand vac if you have one. If not, you can still use the house vac, it won't hurt it.

Putting the fan into an overdrive state does nothing but generate MORE heat. You're also possibly lodging dirt and dust into/around/under components. You could actually fry your console faster by doing this. Just use a grounding wrist strap (you could even ground the chassis as well, just to be doubly sure) and carefully remove the dust by hand, using a plastic pick to reach those hard to reach places. I cleaned my 360 that way and it's 100% safe so long as you're PROPERLY grounded.

So really, if you're just patient and get yourself a grounding bracelet and alligator-to-banana connectors (for grounding the chassis), you can clean it manually after a few months. The most common ground to use is your earth ground plug in wall sockets (the round hole in the socket for north america). Just be careful when plugging in like that. It's all I use when working on stuff.
