Wow, and after typing my last comment, I went and checked when the version by "The Law" was released, and the album came out in 1991, the same year that Steve died, so it actually could very well have been written for Steve by Phil. Come to think of it, that would explain the symbolism in the video

As far as the video, each member of the band is filmed in their own homes except for Phil, who was filmed outside somewhere.
