You passed by where i work everyday. I even worked for TSA--briefly. they are so concerned about safety and security, any policies or procedures regarding taking pictures or videos is overlooked or at the bottom of the list.
TSA guy was furiously scanning that piece of paper to find a way to bust your ass. Poor guy was very disappointed. He still tries it on though: I would advise you don't take any pictures at all inside the checkpoint. So, despite the TSA's stated policy he has a policy of his own - no pictures.
To be fair I think that the TSA agents probably have so much to learn about procedures that they can't memorize them all, so maybe this dude couldn't remember if videography was allowed or not.
