The problem, as i see it, is that the judiciary committee is very much akin to a grand jury in that the testimony is transcribed, under oath, and may warrent future prosecution, but, as opposed to a prosecuting attorney, the representatives' time is so limited that the prospective defendents are able to run out the clock rather than anwsering the questions in to the record.

Hey, Condi Rice isn't even an attorney, but she was able to waste the time of the 9/11 Commission quite professionally. She continuously refused to answer the questions by Richard Ben Veniste, reluctant even to give the title of the August 8, 2001, NIE ("Bin Laden determined to strike U.S.") which apparently neither she, Bush or Tenet had bothered to read.
