have you considered the possibility that both the man and the girl paid to be doing specific things (i.e.: put food into bags/hand out food) were previously informed that people abiding by the same dress codes as you expect to be taken as non-conformists, and that, from this particular knowledge (and not wisdom) they both had, resulted their common decision of interacting with you in a non-conformist way (i.e.: stare/be patronizing/sarcastic)? it' just a thought.
