Unfortunately, this video falsifies history. The black & white still of shopping carts was taken during the construction project that diverted sewage out of Hoyt Lake. In other words, it shows a problem being corrected, not a problem being neglected.
The city may be doing the wrong thing now but it did the right thing then, or you wouldn't have clean water for the color stills of kids in boats.
