It's Madd Dogg's manager. O.G. Loc has you kill him in the third of his missions because the manager is attacking Loc's street cred. The manager can't swim so you have to hijack his limo and drive it off the pier in the Santa Maria Beach area without his cronies seeing you do it. If they do, then you have to kill them before the mission can be completed. Actually just played that mission a couple days ago. The mission is called "Management Issues" I think.
