How to describe this cartoon? Fusion between The Ninja Turtles and Biker Mice from Mars, with penguins, jajaja.

It was too flat written for me even being a kid.

Basically they round around shouting some retarded pompatic phrases as if it would matter. It is not parody, the script is simply silly.
