I've seen other pics of Devastator and his component 'bots, and apparently they do have robot forms, but downgraded and far less detailed of course. And Demolisher and Scavenger ARE two different Decepticons who share the same form. Every Constructicon in the movie had one or two clones of himself running around.

the robot mode u see is the Fast Action Battlers version, and devastator is a big box set of the and the all turn in to the part hey are meant for not their robot like Long Haul, he is the right leg but not a robot or both

the constructions that u showed they don't transform into there robot modes because if you look at mixmaster he dosen't have the decepticon symbles on the cement mixer part and rampage dosen't have those folds in the plow part like the on that transforms.
