Liked Colm Meaney in TNG and DS9 of course and he's a fine actor, but based on these clips anyway he doesn't come across as a genuine tough guy to me. He doesn't have the facial expressions, voice pitch, or physical presence of an intimidating person. But that only makes these clips more enjoyable, I think.
