Well, that's no longer the case. If you go to Wheel of Fortune's website, click on "be a contestant", and then look under state, you'll notice that not one Canadian province appears as an option in that list.
I will say again, Canadians are not eligible to appear on Wheel of Fortune at the present time.

You overthought this and you're nowhere near right. Jeopardy and Wheel Of Fortune are produced by the same company, and often shown together, and therefore associated with each other. So that's why a Wheel of Fortune-themed joke on Jeopardy worked so well. THAT'S the real answer.
