So change the grazing alotments, or get your group to put in some "bird friendly" ladders. You really have not concept of reality. Birds fall into water all the time......coyotes eat more chuckers in a day than fall into that tank. Maybe if your group put up the money they could fix the tanks? I don't see you paying for using that land.....
