Because after White Claudia was burned into the Silent Hill air, it became a perpetual blanket of fog over the city. Muhahaha! (refer to Silent Hill 1)

Also, unless the developers had a prodigy brainchild of a setting, there's no way to creep the shit out of people in broad happy daylight with luscious greenery flourishing about, therefore, since they wanted some form of daylight, they made it super foggy daylight. :D ...and THAT is why Silent Hill is never a happy place. Q.E.D. XD
