Actually, after 6, and the vest is too low. It should not come out under the jacket. If its before 6, you must wear a morning coat. What the second model is wearing is disgusting, and should never, ever be worn by anyone who has any taste. It is, in fact, offensive to anyone who knows anything about formal clothing.

The attire in this video is not a tuxedo, its formal dress, a tuxedo is semi-formal dress.
