They are modular components of a radio telescope, each insignificant on its own but combined, and utilizing sophisticated electronics designed to correlate complex signal patterns at multiple simultaneous wavelengths, they will be able to monitor relatively large patches of space across a range of frequencies. Much more capable than anything of this type tried before.

We now know that there are indeed other planets orbiting stars. So out there somewhere is another earthlike planet with life. And it seems once a dominant creature gains limbs and walks bipedally; and has a million or so years to evolve; that intelligence arises. We were the first species on this planet to do it.
I think as a SETI device, it's a waste of money. The chances of it detecting an artificial signal are miniscule. But it does have value as a scientific instrument.
We've only been sending (and not deliberately, mind you) radio signals out into space for, what, 70 years? And we're already moving away from using radio in future missions. There will be a century of radio at most for humans and we just assume that everyone else will be using a specific frequency range of radio waves?
When you consider the age of the universe, the age of star systems and planets, the fact that we haven't been here for very long and we're sending radio signals out there for only the tiniest almost-nothing period of time, I think "miniscule" is a good word to describe its chances. I believe a better bet would be to invest more in looking for habitable planets, or perhaps mars missions. SETI is a religion, as Michael Crichton said.
It is not a waste of money or time. I am all for it, one 10 second message from another world would mean so much to us. Im glad SETI is developing this technology.
SETI is a waste of time and money, It is to distract people from the truth. Why SETI seeks radio wave signals, but not mind wave signals (yes, brain waves etc.), is still a question unanswerred. And even if SETI does find alien life signals, you'd really think the Vatican would love that? Again: waste of time!
