Kinda looks like both. Seems like when she was infected, Aura may have resurrected data from some if not all of the phases. If that's the case, seems like Cubia was one of them. Maybe she merged with that data like she did with Morganna in Quarantine. Even so, this is all just guesswork. Without subtitles and with only limited understanding of what they're saying, I really can't be sure.

Do you remember in the last Playstation game Quarantine when Kite went to strike Morganna and Aura stepped in the way? He ended up 'killing' them both? Aura merged with Morganna then and essentially died and was reborn again, this time as the true Ultimate AI. It seemed to me that what she did here was around the same thing. She probably gathered the remnant data of Morganna, AKA the eight phases and merged with them to become the Queen of Demise. That's what it seemed like.

And name of cubia-like tentacles is "テソタクルズ : Tesotakuruzu (only japanese)."
