You have to keep farming these NPCs hopefully they will drop these hard treasure sets, if not and you get amulets blow yourselves up and try again.

Syria Hard Set:

Clusterbomb Boss - Wrathful Mask (silver) [may drop any hard treasure]

Carpet Bomb Boss - Wrathful Deity Head (silver)

PAK-80 Boss - Wrathful Deity Head (gold)
