if you are on the street in a riot when told to STAY INDOORS then the police are gonna assume that you are a rioter, the police officer probably thought one got taken down and stamped on his leg to keep him there ('dead' leg painful not harmful) when the other police officer realised he was just being a moron (raining bricks and out to have a look does not equal intelligence) he helped him up and got him off to somewhere 'safe'. While the other rioters are moving back from police pressure, this kid walks forwards and to the side, as if he is trying to get out of the way and mind his own business. I cant see him as just a by stander, no person not involved in that mob would put themselves in that situation. All the normal people had cleared the area as it obviously wasnt a safe place to be. The shield barge was efficiently actioned, a single strike to drop an attacker. Then removed where he no doubt had his injuries assessed.

If you watch at the beginning of the video the kid is already on the floor and there's a brick close by him that another guy picks up. Maybe he was with them and got hit down then tried to get out of the way.
