yes of course u missed, u obviously didnt hit him, this game is a littler rusty on aiming mechanics but the point is that if the guns accuray is shit then u wont hit a mjority of the time and for moving targets, aim a little ahead of them to make the bullet hit them before they move out of the way

The thing about you not being able to kill the bandits with that rifle is beacause, look at the damage, and accuracy. Its better at mildly close range.
He keeps comparing guns in chests and on the ground to the ones he's holding, even when they're a different class. He's holding a combat rifle, looks at the shotgun, and says, "Crap," without comparing it to the shotgun he has.
this playthrough doesnt seem as fun as your previous ones [like batman, yeaa!] maybe cuz its sortve like an rpg with the point-kill system but still it looks like a pretty decent game.
@100shemar he was holding his smg so the smg stats were being compared to the combat rifle

You should try strafing while you're reloading so you don't make yourself such an easy target, it's not that much different from normal FPS games.
