It's a custom spell. Once you're an apprentice in the mages guild (got all the recommendations, you can go to the arcade university, in one of the left buildings you can make your own spells. You can make spells that fortify your attributes, in this case, he has a spell that gives 100 athletics and 100 speed. I did something similar, but don't have the equipment/base athletics to reach that speed. Also, you'll need a 100 in restoration to be able to cast it

Into the arcane university? You can get by the gate by vaulting over the wall if you use skooma or have a lot of speed/athletics, but when you actually get in, everything is locked. The only way you'd be able to get in is to use that PC feature that allows you to spawn items, or make them appear in your inventory, so you could create a key for the doors

Would casting some powerful feather spells or wearing the Gray Fox cowl or anything like that make it even faster? Or is your zoom helmet superior already?

I'm not sure a feather spell would make any difference. As long as you can move, encumbrance doesn't affect speed. Secondly, I think my Zoom Helmet had a greater boost to speed than the Grey Fox Cowl (did that even boost speed, or just the amount you could carry?)

Although i never believed that this was a fake as others may have, h you are on a PC which means it is possible that mods are enabled, however i still believe this is real, with your zoom clothes combined and skooma and if you already have a high agilty that will increase the speed achieved. It would be possible to go even faster, may i suggest, if your alchemy is high enough, then find the best ingredients for a potion that increases agility/speed.

Absolutely. I think my alchemy was at 100 when I recorded this. If not, it was certainly 100 soon afterwards. I'm afraid to say, however, that I never quite got to grips with what mixing certain ingredients together did. I'll just wait for ES5 and retry ^^

I've fortified my speed to 400 before with equipment and a two spells and I was about as fast as you. Now that I use alchemy I'm sure I could be much faster, but I haven't bothered trying yet.

Collector's Edition for 360 with all DLC. Got it the day it came out, as I'm a big Morrowind fan. I was initially disappointed with Oblivion, but I eventually got over it and enjoyed it a lot, enough to have a lvl 55 Dunmer who has (and has done) pretty much everything in the game.
