RHCP toured with The Mars Volta for the stadium arcadium release tour. I heard that they added this song (makes sense since it is at the end of the c.d.) to have a song with similar style to The Mars Volta hence the trippy rant at the end. The second half of the song is alot more like The Mars Volta than RHCP.

Written in homage to bass player, Fleas 200 lb. dog named Martian, who died while recording the album Stadium Arcadium, lead singer Anthony Kiedis has referred to Martian as the bands little spirit guide. Kiedis dog, Buster, also died during the recording of the album. Both dogs were said to have helped the band through their darkest times.

In an interview Kiedis says its a random poem that he picked, so it doesn't necessarily correlate to the rest of the song...Although the song is about Flea's dog and the line "sniffing black noses that snort and allude" could certainly pertain to dogs.
