technically the elite will be trying to use this moment to further there own gains. they just love natural disasters and random political or social events that get allot of attention. just look at how jp morgan gave 6 million to the ny police department. not saying that they couldn't have anyways at anytime but it was good excuse for them to do it in a 'justified' manner
