well theoretically it would be like a modern water powered turbine, connected to power lines that carry the power to the masses.

There is also usually a a method of gathering the electricity. The turbine in this system is opposite the tether, so unless there is an internal cord to bring it back to the tether, and a further cord to bring it back to some centralized place, where it's redistributed directly, batteries are the only real alternative currently.

My problem is that there doesn't seem to be much of a use commercially, unless it's as a "refueling station" for the ships bound out in the ocean.

Wires have little resistance, but over the distances involved (since these will have to be fairly far out or they will become another boater problem) there will be a measurable loss. So, wires from the "snake" isn't exactly a great solution.

The problem with using the sea is maintainance. Seaweed will cling to the tubes and alter the flexibility, eventually creating a wave that is no longer synchrone with the sea. Salty water is also corosive.

Mainteanance can be done by a trawler type of a ship periodically going out and running the lenght of the snake, lifting it up section by section, cleaning, patching up, replacing sections. The material chosen should de cheap to replace, even recycle. All in all a briliant idea.
