Jeff Lynne is definitely inspired by the music of others. All artists absorb, digest, and incorperate the work of others while creating masterpieces of their own. Artistic influence is like The Borg... "Resistance is futile!"

This is going to sound nerdy, but I just finished reading the Watchmen, and this song made me think of Dr. Manhattan and his story so much. The song is almost perfect to match the lonely, complex character.
They sound similar, so Ultravox sounds like this, and this sounds like Ultravox. If I had said "It sounds like this was inspired by Ultravox," then you could possibly correct me.

This was Jeffs Sgt Pepper Album (he adored the Beatles), a concept of time travel, beautiful music, catchy songs that have stood the test of, 'time'
