I just got back from Nica, and we visited Masaya while there. Its in a national park. You sign a liability waiver to get in. There are warning signs all over the place. You are given a gas mask in this particular area as the crater is always smoking and off-gassing. The video starts at the top of a 127 step staircase that takes you to the high point of the crater's rim and the person filming is walking (running?) down the stairs. Amazing place. Worth the visit.

Before Nicaragua's 1979 revolution, the dictator Anastasio Somoza took rivals & dissidents on helicopter rides dropping them into Masaya, this very volcano. Of course, Somoza was loved by the American government & given millions in aid. Who cares about modern-day human sacrifices when American banking & business interests are at stake? Profits first!

No, not really safe - that is why they're moving back to their vehicles as fast as they can. The problem is that the hot gas clouds could push outwards and engulf people, smothering them. This is a small, weak explosive event, not like Mt St Helens or Pinatubo, but like forest fires, you can never tell what might happen next.
