Thanks, I had the same problem a month ago. I posed the question on blenderartists forum, but no body answered, so thanks again. I new if I waited long enough the answer would show-up somewhere.

Go in Scene Panel in Properties Editor.

There is an Active Clip field that can be filled in order the Follow Track Constraint to work with the default settings.

I assume this is because one can track multiple video clips in one project.
