They chose Brendan and Rachel because they know they can be more easily manipulated. They also know that they are jealous of Jeff and Jordan. Thus they were the ones that could be more easily manipulated, since both are idiots. Neither one of them thinks things through.

Everybody who's attacking Jeff & Jordan have to remember that they have to fight harder than everyone else. They will always be targets, opposed to someone like Adam. Because of that they have to play harder than they did the first time around. They aren't bullying people, but rather trying to play with their minds a little because that's the only way they can stay safe. If they can work on someone's mind, even if it is w/ a little intimidation, then more power to them, otherwise they'd be gone.
