This is a game engine called Mugen. It can be downloaded for free on windows systems. Google it. You can add chars, stages, music, screen packs and much more. PM me if you would like me to link you some good sites to start with. Mugen is free btw.

Black Cat is actually Gata Negra from this Portugese website.
