Almost certainly not. The observation platforms on the top of the WTC hadn't opened by the time of the attacks, so nobody was on the roof. Remember the debunking of the 'WTC guy' photo?

Nor did anybody manage to get onto the roof to wave for help - check 9/11 news helicopter footage. Also, nobody from high up in either tower made it out alive, so she can't be describing events she witnessed at the WTC.

Maybe she's describing a dream she had, or something. Context?
