That's Bonus Stage. It was a flash cartoon done by Matt Wilson on Keentoons from 2003-2006. The clip is from the 50th Episode "Evil's New Groove" specifically.

... I guess that's one of those 2% refrencers no one will get, just like Milton the Monster. Except Bonus Stage was good. This show... well it just seems to suck on like every level so thanks for trashing it.
