To me there's nothing wrong with guile's simple movelist. When they add more shit to an already perfect fighting game, it feels less like the original that veterans all loved and grew up with, into a flashy mess to please the new generation of gamers.

He does it at 5:07 too. I'm pretty sure it's a focus attack because in that instance he cancels out of an EX move to do it... and I'm pretty sure guile is jump kicking. He is the only character I've seen do that though.

That, friend, was Gouken's counter. His Focus Attack is notably slower, but this is just where he flicks his leading arm outwards. Any close-range high attack that hits it (save for projectiles) gets punished.
