Not toy plane at all, neither plane, but boat.

Russian called them ekranoplan and have developed it lenghtly.

They are more similar to hovercrafts or hidrofoils to aircrafts,only instead of cushion made of compressed air they use a vving to create an overpressure when flying at 1-3 meters from air surface, they can even go to normal flight but vvithout overpressure they are unpaired and spend tons of fuel. Russians found them unpratical but for pasdaran raiders maybe they are just perfect.

Perform evasive maneuvers. There are different load outs with machine guns as well as guided and auto-seeking missiles. They are part of an asymmetric warfare program. Not the only thing that will be used.

The USA and Russia need big ships for the pacific, Atlantic or the Indian ocean. Bavar2 is pefect for persian gulf missions.Irans advantage to countries like saudi arabia or Arab emirates is that they can build own military equipment wich meant that they can adapt them to their own natural conditions. So I think for Iranian waters its a useful boat/plane.

And another point is that best weapons must not be the most efficient weapons. Every army have to look at costs and usage. For example the hezbollah have not the best weapons but they had the weapons they need and so they could fight succsesfully with only 3500 soldiers. Another example is the 6 day war with egypt. It looks to be easily and cheaply mass produced like the Japanese suicide rocket powered piloted Baka Bomb. My bet would be on an older technology designed in 1919 called the M-2 Browning heavy machine gun. A couple of hits with Mk 211 rounds will splash that flying boat.
