Depending on the style of fan, and the clutch system, it can be destroyed by hitting the water IE high rate of speed suddenly slapping water, (ive seen it happen)
You can completely submerge an engine, as long as the top side has absolutely NO vacuum leaks, and the intake is raised above the water line, and the spark plug boots need to be sealed with silicone or other sealant, along with the distributor cap, and all other electronics must be raised or sealed
