It is a Roman/Venetian/Italian city (and thus has been for over 2000 years), not Croatian at all.
POLA and the whole Istrian Peninsula have been given to ex-Yugoslavia after WWII because of a penalty Allies imposed to Italy for having been allied to Germany in WWII.

This city is named 'POLA', not Pula.
