This has got to be 'dimitri from Paris'. The album he dropped with the blue Retro 50's cover art. I believe it was released in 98-99... maybe 2000. If not.. its heavily borrowed from that album. Similar samples and sound.. awesome album too.

@sidrosteel That's exactly what I thought too, Dimitri from Paris. "Sacrebleu" is the album you're thinking of, with a retro sound very similar to this. Released in '96 and sounds great today.

I know many of you don't understand Russian but if you like this style of cartoons and the vibe this commercial gives off (I'd call it the sexy, classy, men-smoking-cigars-and-women-w­ho-star-in-Moulin-Rouge, kind of 30s/40s/50s Europe era) then may I recommend watching this 20 minute cartoon of robberies taking place in Europe.
