Because that F40 is still in former Pacific Surfliner colors from California, so it is ex Amtrak. Those Bi-Level cars are also exMetra. They just haven't been painted into the scheme that they want for the Music City Star trains.
It used to be an Amtrak locomotive. I was one of the units that Amtrak painted in Pacific Surfliner paint. In this video, it still is in that paintscheme with the Amtrak name taken off the sides.

Wow. That locomotive does reminds me of the Amtrak locos and the cars do remind me of the Metra cars.
