Deride Quinn all you want - he was still the #2 QB selected in the draft and was still selected in the first round. And one might even argue he came at a higher price than Ginn as the Browns had to give up their #1 pick next year for him (which makes me wonder why the Browns just didn't pick Quinn at #3...).
